Petisyen penggulungan telah didaftarkan di Mahkamah Tinggi di bawah Seksyen 218 Akta Syarikat 1965 atau Undang-Undang yang berkaitan; atau

Projek perumahan yang dimajukan oleh syarikat pemaju perumahan telah digulung dan diletakkan dibawah Pegawai Penerima, Likuadator atau Jabatan Insovensi (JIM); atau

Pemaju memaklumkan bahawa tidak berupaya untuk meneruskan kerja secara bertulis kepada Pengawal Perumahan; dan

Disahkan projek terbengkalai oleh Menteri Perumahan dan Kerajaan Tempatan selaras dengan Seksyen 11(1)(ca), Akta Pemajuan Perumahan (Kawalan Dan Pelesenan) 1966 (Akta 118).

A. Skim Rumah Pertamaku

1. What is Skim Rumah Pertamaku (the Scheme)?

The Scheme is one of the measures recently announced by the Government in the 2011 Budget aimed at assisting young adults earning RM3,000 per month or less to own a home. The Scheme allows homebuyers to obtain up to 100% financing from participating banks, enabling them to own a home.

Cagamas SRP Berhad will guarantee the participating banks on financing above 90% level i.e. if a borrower obtains 100% financing, Cagamas SRP will guarantee 10% (from 90% to 100%) of the financing.

2. With Cagamas SRP Berhad’s guarantee, does it mean borrowers under the Scheme are only liable to the bank for 90% financing only?
No. The borrowers are liable to the participating bank for the full financing amount (up to 100%). The guarantee only indemnifies the participating bank for any loss incurred as a result of financing above 90% level.

3. Do I have to pay a higher interest/profit rate or any fee to enjoy up to 100% financing under the Scheme?

No. The normal interest/profit rates of the respective participating banks shall apply and borrowers do not have to pay for the Cagamas SRP Berhad’s guarantee.


B. Financing

1. Who is eligible for this Scheme?

This Scheme is open to all Malaysian citizens aged 35 years old or less (age at next birthday is 36 years old or less) with monthly income of not more than RM3,000 per applicant.

2. I am self-employed and my average monthly income is RM2,000. Am I eligible for the Scheme?

No. The Scheme is limited to employees in the private sector only. Applicants must be confirmed employees with a minimum employment period of 6 months with the same employer.

3. I am self-employed and my spouse works in a trading company earning RM2,000 per month. Are we eligible as joint applicants under the Scheme?

No. All applicants (including joint applicants) must be employees in the private sector only and must also meet all other eligibility criteria.

4. My spouse and I each earn RM1,500 per month and we wish to obtain 100% financing to purchase our first home of RM220,000. Would we qualify under the Scheme?

Yes. You may obtain 100% financing under the Scheme, provided that the monthly financing repayment amount must not be more than 1/3 of the borrower’s monthly combined gross income; in this case, RM 1,000 per month, as the financing is subject to affordability.

Example of calculation:

* Gross combined income : RM 1,500 + RM 1,500 = RM 3,000
*
1/3 of RM 3,000 = RM 1,000

Based on current interest rates and permitted maximum financing tenor of 30 years, your maximum eligible financing amount is approximately RM200,000. To obtain RM220,000 financing, your combined monthly income would need to be approximately RM3,300.

5. My friend and I meet all the criteria. Can we jointly apply for financing under the Scheme?

No. Joint applicants must be family members, i.e. husband and wife or siblings only, and they must all meet the criteria set.


C. Property

1. Does the Scheme cover completed properties as well as those under development?

Yes. The Scheme covers both completed properties and those under development. The guarantee is effective upon full disbursement of the financing.

2. My spouse and I would like to buy a property which costs RM220,000. Will we be entitled to RM220,000 financing if we meet the income criteria?

Generally, participating banks will provide financing based on the purchase price or valuation (open market value) from their panel valuer whichever is lower. Valuation of the property is subject to the participating bank’s underwriting policy.

3. My existing financing was taken up for the purchase of my first home. Am I eligible to refinance the loan under the Scheme?

SPNB BAIKPULIH PROJEK RUMAH TERBENGKALAI 20 TAHUN

Selepas 20 tahun kecewa dan tidak pasti mengenai nasib projek perumahan, pemilik 17 unit rumah dua tingkat di Taman Sungai Pinang, Klang sekarang mampu untuk berpindah ke rumah baru yang telah terbengkalai oleh pemaju terdahulu sejak 1985.

Syarikat Perumahan Negara Berhad (SPNB), sebuah syarikat milik penuh Kementerian Kewangan Diperbadankan (MOF Inc.), telah diarahkan oleh Menteri Perumahan dan Kerajaan Tempatan untuk mengambil alih dan membaikpulih projek perumahan ini yang telah dilancarkan sejak tahun 1983.

Para pembeli rumah Taman Sungai Pinang telah menunggu selama dua dekad setelah projek perumahan ini terbengkalai disebabkan masalah kewangan dan pengurusan yang dihadapi oleh pemaju perumahan terdahulu.

Dengan kos lebih daripada RM1.16 milion untuk dibaikpulih, setiap unit bernilai antara RM99,975 hingga RM128,875 dengan keluasan lantai 1,700 kaki persegi dan keluasan tanah antara 1,600 kaki persegi hingga 4,000 kaki persegi.

Dibina di atas kawasan pegangan bebas seluas 1.3 ekar di Klang, Selangor, projek perumahan ini membabitkan pembinaan sejumlah 29 unit rumah kediaman. Walaubagaimanapun SPNB hanya bertanggunjawab untuk membaikpulih 17 unit yang mana pemilik telah menerima hak milik kediaman.

Menurut Datuk Seri Tengku Adnan Tengku Mansor, Pengerusi Eksekutif SPNB, “Kami telah mengambil alih projek yang 80 peratus siap ini tanpa mengenakan apa-apa bayaran tambahan kepada para pembeli dan pada masa yang sama Kerajaan terpaksa menanggung kerugian bagi memastikan projek ini disiapkan sepenuhnya.”

“Oleh itu, saya berharap dengan siapnya projek ini, penderitaan yang ditanggung para pembeli akan berakhir,” tambah beliau lagi.

“Sebenarnya, disebabkan kegagalan para pemaju perumahan menyiapkan projek perumahan, impian para pembeli untuk memiliki sebuah rumah tidak tercapai dan turut dibebani oleh masalah kewangan, kerana bukan sahaja terpaksa membayar sewa rumah yang lain tetapi juga harus membayar pinjaman perumahan dengan pihak bank.”

Beliau menambah “SPNB akan terus memberikan tumpuan mengukuhkan lagi kekuatannya dan mempercepatkan kerja-kerja membaikpulih bagi membantu Kerajaan memulihkan kembali projek-projek perumahan terbengkalai di Malaysia.”

Di Selangor, SPNB sedang membaikpulih tiga projek perumahan yang terbengkalai iaitu, Taman Kantan Permai (Fasa 1), Kajang, Bandar Pinggiran Subang, Shah Alam dan Taman Desaria, Petaling Jaya.

Buat masa ini, terdapat 176 buah projek perumahan terbengkalai diletakkan dibawah skim pemulihan SPNB seperti yang diarahkan oleh Kementerian Perumahan dan Kerajaan Tempatan, yang melibatkan 51,413 unit kediaman dengan anggaran nilai projek RM4.3 bilion.

Skim Rumah Pertamaku

Skim Rumah Pertamaku (SRP) telah diumumkan dalam Bajet 2011 oleh Kerajaan Malaysia untuk membantu golongan muda yang baru bekerja dan berpendapatan tidak lebih daripada RM3,000 sebulan untuk memiliki rumah pertama mereka.

Skim ini membolehkan golongan muda untuk mendapat pembiayaan sehingga 100% daripada bank-bank yang terlibat untuk membeli rumah pertama mereka. Ini sejajar dengan hasrat Kerajaan untuk meningkatkan pemilikan rumah di kalangan rakyat Malaysia.


Ciri-ciri dan Faedah Utama
Pembelian rumah pertama (bergantung kepada kemampuan)

  • Pembiayaan sehingga 100%
  • Harta kediaman sahaja

Kriteria Kelayakan
Peminjam/Pelanggan Yang Layak

  • Warganegara Malaysia
  • Pembeli rumah pertama
  • Individu berumur sehingga 35 tahun
  • Pendapatan kasar peminjam/pelanggan perseorangan tidak lebih daripada RM3,000 sebulan
  • Sah dalam jawatan dan bekerja dengan majikan yang sama tidak kurang daripada 6 bulan
  • Secara amnya, jumlah pembayaran balik tidak boleh melebihi 1/3 daripada pendapatan bulanan. Jumlah ini boleh meningkat sehingga 50% jika sekiranya terdapat faktor-faktor tambahan pengurangan kredit yang dibenarkan dibawah polisi penajajaminan bank-bank yang terlibat.


Harta Yang Layak

  • Harta kediaman yang terletak dalam Malaysia
  • Nilai minimum hartanah RM100,000
  • Nilai maksimum hartanah RM220,000
  • Dihuni oleh pemilik (pembeli mestilah menghuni kediaman berkenaan)


Keperluan Pembiayaan

  • Tempoh pembiayaan tidak lebih daripada 30 tahun
  • Kemudahan untuk melunaskan sahaja (tiada ciri yang memberi kemudahan untuk pengeluaran)
  • Bayaran ansuran melalui potongan gaji bulanan atau arahan tetap
  • Rekod simpanan (rizab kecairan untuk 3 bulan ansuran)
  • Insurans/takaful kebakaran diwajibkan
